Merkel tells Abbas Germany to keep up aid to Palestinians

Berlin will keep up its aid to the Palestinian Territories when Germany forms a new cross-party government, Chancellor Angela Merkel told Palestinian President Mahmoud Abbas on Friday, dpa reported.

Abbas, who spent an hour at the chancellor's office, is on a swing through Europe to seek backing as the tempo of Palestinian meetings with the Israelis picks up under prodding from the United States.

Merkel, who has invited the opposition Social Democrats to join her in a government that may take until December to form, said, "Continuity in German foreign policy has been very, very preponderant.

"We have always advocated a two-state solution. We have always advocated aiding and supporting the Palestinian Territories, advancing the peace process, advancing economic development and I am pretty sure we will conduct our foreign policy with this continuity."

Construction of Jewish settlements in West Bank areas has cast a cloud over the direct peace negotiations which resumed in July after three years of no progress.

"I stress the Palestinian side is very earnestly trying to conduct these talks despite the challenge of settlements. We should accept this historic opportunity. We appeal to the Israeli side to seize this chance," Abbas told reporters with Merkel at his side.

"That the Palestinians have halted their attempts to join further United Nations bodies is an up-front concession for these talks, and in the same measure we have appealed to Israel to restrain itself in extending settlements," said Merkel.

"I have repeatedly said that to Prime Minister (Benjamin) Netanyahu, since we ought not to imperil this consultation process."

Merkel also discussed the conflict in Syria with Abbas. She urged that a fresh conference in Geneva among the Syrian parties be held "as soon as possible."

German Jobless Claims Rise by 21,000 in May

TEHRAN (FNA)- The number of unemployed people in Germany rose for the third consecutive month in May, while the country's jobless rate held steady, official data showed.

In a report, Germany's Federal Statistics Office said the number of unemployed people seasonally adjusted 21,000 in May, significantly above expectations for an increase of 5 Investing.com reported Wednesday.

Jobless claims for April were revised to an increase of 6,000 people from a previously re 4,000.

The report showed that Germany's unemployment rate held steady at 6.9% this month expectations.

Following the release of the data, the euro trimmed gains to trade little changed agains dollar, with EUR/USD adding 0.03% to trade at 1.2859.

Meanwhile, European stock markets held on to losses. The EURO STOXX 50 fell 0.9%, Fr declined 0.9%, Germany's DAX dropped 0.9%, while London's FTSE 100 retreated 1.1%

Germany urges Israel-Palestinian peace talks

RAMALLAH (AFP) -- Germany's foreign minister said on Saturday his country was prepared to help create conditions for a resumption of peace talks between Israel and the Palestinians.

Guido Westerwelle, on a two-day visit to Israel and the Palestinian territories, was quoted by a foreign ministry statement as saying "Germany is ready to help create a climate of confidence" that would permit talks to resume.

"The most important thing is that direct talks between Israel and the Palestinians can take place again," said Westerwelle, who met with outgoing premier Salam Fayyad in Ramallah.

The German minister also stressed the importance for a peaceful outcome o economic development in the Palestinian territories.

And he called for an international conference to be held on the civil war i Syria, as has been proposed by Russia and the United States.

A political solution is the "only thing, given the current state of affairs, that ca bring stability and peace" and "a democratic outcome in Syria."

German foreign minister reaffirms Israel 'friendship'

JERUSALEM (AFP) -- Visiting German Foreign Minister Guido Westerwelle on Friday reaffirmed his country's friendship for Israel in "challenging times" for the region, as tensions mount over the Syrian conflict.

"I want to underline that in these challenging times Germany stands alongside its Israeli partners," Westerwelle said at the start of talks in Jerusalem with Prime Minister Benjamin Netanyahu, calling his host a "dear friend."

"We want to work together, we want to support you and this is what our friendship is about," he added, speaking in English.

"I'm using the word friendship, which is from our understanding more than a partnership. This is not only a strategic alliance; this is a friendship between societies, between peoples and between governments."

Netanyahu said that the current upheaval in the Middle East was more acute than for many decades.

"Today the Middle East is undergoing a period of tremendous and unprecedented instability," he said.

"We have not seen such an upheaval in this region for many decades. I follow closely the rapidly changing situation around us. I follow closely the very real challenges that this rapidly changing situation poses for the security of Israel," said the prime minister.

"I will travel to wherever needed," Netanyahu added. "I will meet with whoever is needed and I'm doing whatever is needed to protect the security of the citizens of Israel, and I will continue to do so."

Westerwelle also said that Germany was fully behind US efforts to revive dormant peace talks between Israel and the Palestinians.

"We believe that the Middle East peace process and the work on a two-state solution should be revived now and we will do what we can to support security and a peaceful and sustainable development for Israel and the whole region."

At a meeting earlier with Westerwelle in Tel Aviv, Justice Minister Tzipi Livni slammed Russian arms deals with Syria, after US media reported further weapons shipments to the Damascus regime.

"The transfer of arms to Syria is clearly not positive and does not contribute to the stability of the region," Livni said. "Israel has the right to defend itself."

German Bundeswehr soldiers ‘for hire as mercenaries'

German soldiers are moonlighting illegally at private security firms while off-duty, a newspaper revealed on Monday. Working as heavily armed guards on freighters or in war-zones, some do it for the cash and others for the adrenaline kick.

As members of the German army, Bundeswehr, soldiers are not allowed to work as mercenaries for private companies – yet many are doing it, Frankfurter Allgemeine Zeitung (FAZ) found out.

Exact figures on how many of Germany’s soldiers, or former soldiers, work the private security circuit are unknown. According to the FAZ’s research, the field is growing and critics are warning of a “mercenary renaissance”.

In response to a written request for information from the Green Party last year, the government revealed that there were at least a dozen registered mercenary companies in the country alone.

One such firm told the paper that although they did not advertise jobs, it received three applications each day – mostly from soldiers. Those given a job are often sent to guard ships or to pick up the slack in combat zones.

The paper said guarding German freighters off Africa, where piracy is rife, was a common gig. Last spring the government passed a law saying its country’s ships were allowed to have armed protection – but the idea was not that German soldiers should do it in their spare time.

And though ships can be owned by German companies, many fly under a different national flag – largely Liberia, Antigua or Barbuda, which have different laws on what weapons guards can use.

Identified only as Till, an ex-Bundeswehr soldier turned ship security guard told the FAZ that when working at sea he worked with automatic weapons that are banned from German- flagged ships.

“With an AK47 and a PKM you are the king of the sea,” he told the paper.

Till, like others working the ship scene, earns around €6,000 for a six-week trip – far more than he would have for the same tour of duty with the Bundeswehr. He is no longer in active service due to post traumatic stress syndrome, but by law soldiers have to tell the army if they are working for a private security firm for five years after leaving.

An army paramedic identified as Marcel K., told the FAZ that when working on ships his colleagues had included soldiers, police officers and customs workers. Most were, he said, looking to make extra money. He soon found that he could earn more money working freelance on land – being a “combat medic” in a war zone could get him €8,000 per month.

He added that in his experience, mercenary soldiers did not fill the testosterone-fuelled, trigger-happy image portrayed in the media. Rather, most tended to be family men out to earn extra money, or adventurous types in it for the experience.

Outside of Germany, security firms in Britain and the US are said to be fond of hiring German military personnel – particularly elite soldiers – although the country’s defence ministry denied knowledge of this.

A spokesman from the ministry contradicted the newspaper, saying it knew of “no active soldiers working for private firms.” But while soldiers are well-informed of what they may and may not do, the army does not keep tabs on them during leave.

Soldiers wishing to work elsewhere may only do so with permission from their superiors, but since the defence ministry said there were none registered this suggests that the “dozens” cited by the FAZ were doing so illegally.

German Interior Minister: German "Jihadists" Are Fighting in Syria

BERLIN, (SANA)- German Interior Minister, Hans-Peter Friedrich, revealed that Islamist extremists from Germany are fighting alongside the armed terrorist groups in Syria.

In an interview with the German Spiegel magazine published Thursday, Friedrich said the German intelligence are concerned that those extremists could pose a threat to Germany's security after they return from Syria.

He affirmed that German "jihadists" who were under surveillance in the country are now operating in Syria and fighting within the ranks of "the armed opposition" groups.

The German Minister stopped short of clarifying how the German "jihadists" were able to move to Syria while they were under surveillance.

He said Germany is following with deep concern the developments of the situation and the calls for Europeans who participated in the fighting in Syria to return home and continue "jihad" back in their countries.

The EU Counter Terrorism Coordinator, Gilles de Kerchove, revealed Wednesday that hundreds of Europeans have joined the ranks of the armed terrorist groups fighting in Syria.

The Green party is against the planned easing of the visa regime between Germany and Russia, persistently trying to link the issue with political freedoms and human rights in Russia. According to the bilateral agreements reached between Moscow and Berlin, Russian official passport holders and entrepreneurs may no longer need a visa to enter Germany in the near future.

"These are passports which are distributed by the Russian government to all the friends of the nomenclature" a deputy from the Green Party, Marie-Louise Beck, said about the official Russian passports. "At the same time, students and representatives of civil society have to stand in line in front of the consulate," Beck said, Die Welt writes.

No explosives found in suspicious package sent to German president

A suspicious package sent to German President Joachim Gauck’s office on Friday and destroyed by police did not contain explosives, federal investigators said.

Earlier, a spokesperson for Gauck said police had carried out a controlled explosion of the package, in a park next to the presidential palace in central Berlin.

Federal investigators said their tests had shown there were no explosives, despite the earlier suspicions of the bomb disposal experts.

The incident came a day after US authorities charged a man with mailing letters to President Barack Obama and a US senator containing a substance that preliminarily tested positive for ricin, a highly lethal poison made from castor beans.

"In view of the Constitutional Court ruling... a new accreditation process is necessary," Munich court spokeswoman Margarete Noetzel said in a statement.

Noetzel said she had no idea what criteria would be applied in the new process.

Islamic extremists wanted by Germany arrested

An Islamic extremist wanted by Germany for allegedly calling for terrorist attacks on Europe has been arrested in Turkey and Berlin is negotiating his extradition, an official said March 22.

Mohamed Mahmoud, 27, was picked up March 19 in the southeastern province of Hatay near the Syrian border, a German security official said on condition of anonymity. He said Germany has already begun preliminary proceedings to have Mahmoud extradited.

“We are very confident we will get him to Germany,” he said.

Mahmoud was jailed in his native Austria in 2007 for being a leader of the Global Islamic Media Front, which creates and distributes terrorist propaganda videos. Among the accusations, police said he threatened both Austria and Germany with attacks if they did not withdraw military personnel from Afghanistan.

Salafi imam

Following his release in 2011, Mahmoud moved to Germany and became an imam with the Salafi movement, which has been growing rapidly in the country by attracting both Muslims and converts. They have been under close observation since 2010, but that was stepped up further last year after they clashed with police in Bonn last year at a rally of a far-right party. Mahmoud, who had already been expelled from Germany ahead of the ban, resurfaced in Egypt.

While in Egypt, Mahmoud is also alleged to have produced online German-language videos for the Global Islamic Media Front calling for terrorist attacks in Europe. It was not immediately clear when he left Egypt nor whether he was on his way to Syria when he was arrested in Turkey. Police officials in Ankara and Hatay province said they did not have any information on the arrest. The Austrian Foreign Ministry said it was aware of the arrest but said the man’s identity had not yet been confirmed.

Germany bans three Salafist groups as anti-democratic

BERLIN (Reuters) - Germany on Wednesday banned three ultra-conservative Salafist groups which the Interior Ministry said wanted to overturn democracy and install a system based on sharia.

The ban, which took effect in the western states of Hesse and North Rhine-Westphalia in the early morning, is the latest step taken by German authorities who have increased surveillance of Salafists.

The ministry said it has banned the organizations “DawaFFM” and “Islamische Audios”, as well as “An-Nussrah”, which is part of the “Millatu Ibrahim” group that was outlawed in June.

Some 20 people were searched and assets belonging to the organizations were seized, said the ministry.

“Salafism, as represented in the associations that were banned today, is incompatible with our free democratic order,” Interior Minister Hans-Peter Friedrich said in a statement.

“(The groups) aim to change our society in an aggressive, belligerent way so that democracy would be replaced by a Salafist system, and the rule of law replaced by Sharia law.”

Germany is home to roughly 4,000 Salafists. Friedrich said the step was part of efforts by Chancellor Angela Merkel's center-right government to promote a tolerant and respectful relationship with the large number of peaceful Muslims in Germany.

Interview: China is reliable strategic partner for Germany, Europe: former German chancellor

BERLIN, March. 11 (Xinhua) -- Germany and Europe find China a reliable strategic partner as China's leadership has signalled consistency in pushing forward modernization domestically and continuing its responsible foreign policies on international affairs, former German Chancellor Gerhard Schroeder said in a recently interview with Xinhua.

China's ongoing NPC and CPPCC annual sessions have clearly shown that the country will maintain the consistency of its opening-up policy and take its due responsibility in international politics while safeguarding regional stability, Schroeder said, adding that the two sides shall strive to overcome their differences on some political issues.

As the annual sessions of the National People's Congress (NPC), China's legislature, and the National Committee of the Chinese People's Political Consultative Conference (CPPCC), the country's political advisory body, are under way in Beijing, Schroeder said the new leadership have realized the necessity of reforms on threes fronts.

"Firstly, there is need to carry on the opening-up policy, " said Schroeder, who served as chancellor from 1998 to 2005, adding that it has been fully noted that economic growth cannot be achieved at the expense of nature.

"Thirdly, they have realized that the widening gap between the rich and the poor shall not be allowed," he said. "Therefore, the Chinese leadership faces enormous tasks and have set to work on them."

Schroeder said he fully agrees with Chinese leadership's focus on earnest implementation of environmental protection standards to achieve sustainable development, adding that the development of the country's western region should continue in order to further narrow the economic gap between the more developed eastern provinces and relatively underdeveloped western region.

The ultimate goal is to foster a stable domestic market by encouraging domestic need, as a lopsided emphasis on export is not enough, he said.

A fundamental shift of mode of economic growth in China can also benefit Germany as there are plenty of opportunities for the two countries to cooperate on environment protection and green energy, he added.

"During my chancellorship, I strove to deepen the relations with China and we established and deepened our strategic partnership," he said. "We should continue strengthening economic exchange for the well-being of our countries."

China and Europe are not competitors against each other, he said, adding that partnership leads to win-win results while trade protectionism brings more harm to German interests than it does to China.

He said Germany welcomes Chinese investors and he believes it is important to finally recognize China's status as a market economy country, adding that trade barriers should be eliminated in the age of global cooperation.

Economic cooperation still enjoys great potential between the two countries, he said, as more Chinese enterprises invest in the German market, including Chinese construction equipment manufacturer Sany Heavy Industry's acquisition of Putzmeister, a German engineering firm.

Besides economic cooperation, Schroeder said he is also happy to see more cultural exchange between Germany and China as more and more Chinese students come to Germany for study, while the same is true for German youths. He mentioned that his daughter also went to China to study.

Commenting on China's foreign policy, Schroeder said China has adopted very responsible foreign policies, which not only contribute to building a stable environment for its own development but also plays a positive role in maintaining global stability.

During the next decade, China shall solve the problems that have emerged with rapid modernization on the domestic front while maintaining responsible foreign policies to further integrate into the international system, Schroeder said, adding that by doing these, China will continue its relations with Germany and Europe as a reliable strategic partner.

Greek Saves 3 Turks From German Blaze

According to Hurriyet Daily News, a Greek man managed to save three people after being the first to notice a fire that killed eight Turks in Germany on March 10.

Turkish Deputy Prime Minister Bekir Bozdağ said that, “A Greek citizen saw the fire around 4:30 a.m. when it was first sparked and called the police and the fire department. He then stepped into the fire and saved three people, the grandmother and two children,” Bozdağ stated.

The hero, Christos Kiroglou, is the manager of a nightclub located at the back of the building where the blaze occurred. The fire which swept through an apartment building in southwestern Germany, killed seven children and a mother from a Turkish family who had migrated to Backnang, near Stuttgart, from the southeastern Turkish province of Adıyaman, the newspaper said.

The Turkish Foreign Ministry expressed his condolences to the families of the victims while calling for a quick and comprehensive investigation over the incident. German police said they were investigating an oven in a flat on the first floor of the former leather factory in the town of Backnang near Stuttgart, according to Agence France-Presse. A fire from a stove is another possible cause for the blaze.

Turkey calls Germany fully to investigate deadly fire

Turkey's President Abdullah Gul said they consider every possibility on the fire incident in Backnang city of Germany that left eight Turks dead on Sunday. Saying that Turkish officials were undertaking intense efforts to understand what had happened and since there had been incidents of arson previously in Germany, Gul stated they consider every possibility. President Gul said "it was a big sorrow" but added it was early to say something. The bodies of the mother and her 7 children will be sent to Turkey for autopsy. It was not clear where they would be buried. A broken stove or broken electrical wiring were still look like the reason of the fire according to German police officials. Turkey's Ambassador in Berlin, Huseyin Avni Karslioglu said they asked German government to fully investigate the fire. Karslioglu visited the site with the premier of Baden Wurttemberg state, Winfried Kretschman and told press members that despite the deep sorrow, it would not be right to make speculations. He said Turkey's Deputy Premier Bekir Bozdag called him on behalf of Turkey's Prime Minister Recep Tayyip Erdogan and he briefed Bozdag on the incident. He said the criminal investigation was under its way and they would wait the result cool headed. On a question regarding the reason of the fire, Karslioglu said the building was formerly a factory and that there were a lot of wires in the house and there was a problem with the electrical system. Karslioglu said the fire erupted at 4:33 a.m. and the fire fighters arrived the site in four minutes. He said the investigation was under its way but a team from Turkey would come for investigation if necessary. Premier Kretschman said the incident was a "disaster" and added they would reach a definite conclusion after the experts would complete their investigation. He said it was so sad that most of the deceased were children and passed condolences to Turkish community. Turkey's Ministry of Foreign Affairs stated in a written statement that German police officials said there was no indication of a racist element in the incident, but due to former racist attacks the incident should be fully investigated. Turkey's Deputy Prime Minister Bekir Bozdag said they expected Germany to investigate the fire without leaving any doubts behind. Bozdag told AA correspondent that they got in touch with German government right after the incident and German officials were working on the incident closely. He said Turkish ambassador and consul general were following the development closely and convey Turkish government's messages to German officials He said the family was living in the second floor of a 3-storey building. A Greek national saw the fire and called the police, Bozdag added. The grandmother and two boys at the ages of 10 and 14 were rescued. Saying that the reason of the fire should be brought out immediately, without ignoring any possibilities, Bozdag said they hope it would not turn out to be an arson.

Merkel partners pick candidate for election battle

German Chancellor Angela Merkel's coalition partners Sunday chose a former economy minister as their candidate in national elections in September, as the party battles for its political survival.

The pro-business Free Democrats (FDP), which has governed with Merkel's conservative Christian Democratic Union since 2009, selected Rainer Bruederle, 67, to represent them in the September 22 vote in Europe' top economy.

"People want a strong voice for freedom. The chance is there for us. We should use it and we want to use it," said Bruederle during a 75-minute speech at the party conference in Berlin.

"I know you will all fight with me," he told the 600 delegates, who responded by giving him a five-minute standing ovation.

"Let's go into battle," he shouted, to cheers and applause.

There was no formal vote to elect Bruederle, who was economy minister under Merkel between October 2009 and May 2011, but a show of hands suggested he had considerable backing from the party faithful.

Bruederle has a tough scrap ahead of him, as the party struggles to turn around its fortunes following years of internal bickering and plunging support.

With now Foreign Minister Guido Westerwelle as candidate, the FDP was the surprise package in the 2009 elections, polling 14.6 percent and giving Merkel the combined votes needed to form a viable government.

But following a failure to push through promised tax cuts and a brief flirtation with a more eurosceptic line, supporters left in droves and the party suffered a series of catastrophic regional election defeats.

In recent polls, the FDP has consistently failed to score the five percent required to win seats in the Bundestag lower house of parliament and would be cast into political oblivion if this performance were repeated in September.

The latest survey, published on Sunday by polling institute Emnid for the Bild am Sonntag weekly, put the FDP at four percent.

The election reverses took their poll on the party's leaders with Westerwelle stepping down as party head, to be replaced by Philipp Roesler, currently economy minister and vice-chancellor in Merkel's cabinet.

But the 40-year-old Vietnam-born politician also came under heavy fire with the party languishing in the polls and eventually stepped aside as the FDP chancellor candidate although remaining party head.

Roesler was re-elected party leader on Saturday with 85.7 percent of the vote.

The FDP's troubles are also a headache for Merkel.

She has repeatedly stated that she wants to continue in government with the FDP but their weakness may yet force her to negotiate with other parties to form a workable coalition.

Both Merkel and her party remain highly popular in Germany and polls show her conservatives enjoy a sizeable lead over the nearest rivals, the centre-left Social Democrats (SPD).

However, if the FDP is unable to turn its fortunes around, analysts say she could yet be forced into another so-called "Grand Coalition" with the SPD, like that which governed Germany between 2005 and 2009.

Earlier this year, Bruederle touched off a debate about sexism in Germany when a 29-year-old female reporter wrote that he leered at her breasts and told her, "you could also fill out a dirndl," Bavaria's low-cut dress for women.

Germany to bring back military equipment in Afghanistan via Trabzon

Trabzon governor: "Germany will use Trabzon port for its military shipment from Afghanistan for 2.5 years"

ANKARA -- Recep Kizilcik, governor of Turkey's northern city of Trabzon, has said, "German military equipment will be dispatched from Afghanistan to Germany via Trabzon for 2.5 years."

German troops, who have been deployed with the International Security Assistance Force (ISAF) in Afghanistan have chosen Trabzon as the center for military shipment, Kizilcik told AA on Friday.

Kizilcik stated that he expected the shipment to become dens after April 1 and emphasized that they had already taken every necessary measure including the accommodation and the parking area for vehicles of the German soldiers.

Meanwhile, sources said each military vehicle and cargo stuf of the German army would be reverted to Trabzon port from the Trabzon airport and after the classification of the military stuff, they would be transported to Germany by sea.

German Tigers Grounded After Crash

onn — All German Tiger helicopters have been grounded following the March 4 crash of one of the Army Air Corps’ most modern Tiger attack helicopters during a training mission near Ettal in the Bavarian Alps in southern Germany.

Both pilots were only slightly injured and could leave the helicopter without assistance. According to the military, they are under observation in a military hospital. There were no other injuries. The aircraft was not armed, but was destroyed in the accident.

Pilots and helicopters were stationed at the attack helicopter regiment 36 in Fritzlar in the state of Hesse in the middle of Germany.

“The investigations are ongoing” a spokesman of the Bundeswehr said. “The reason for this crash is still completely unknown.”

It is also not clear how long these investigations will take and when the helicopters will be flying again.

The helicopter involved in the crash was the most modern version. These Afghanistan stabilization German Army rapid deployment (ASGARD) aircraft are equipped with additional ballistic protection, blade protection kits, sand filters and improved defensive equipment. The armament consists of 12.7mm gun pods, 19x70mm unguided rockets and the HOT anti- tank missile. Currently, Germany has four aircraft based in Mazar- e-Sharif in northern Afghanistan.

Germany plans to procure 40 Tigers, including 12 ASGARD. Currently, the military owns 29 aircrafts of which 13 are already stationed in Fritzlar.

German minister to address troop ‘problems’ in Turkey

German Defense Minister Thomas de Maiziere has admitted that conditions could be better for Bundeswehr troops stationed in Kahramanmaraş city of Turkey, after a critical report was published on the situation.

De Maiziere made the comments after a report by Germany’s special commissioner for the armed forces, Hellmut Königshaus, which said cooperation between the German and Turkish contingents was “perceived mainly as a problem.”

The Königshaus’ report claimed that meals were monotonous and that usually there was only cold food. Toilets were described as “filthy,” most of them having no flush. The bodies of dead dogs, shot by the Turkish soldiers, had been left to decompose on the site. Soldiers’ post was being held back so that it did not reach them for days, or even weeks, according to the report, which also added that soldiers were forced to exchange euros at poor rates in currency exchange offices.

De Maiziere said he had noted that there were issues to address while on a visit to the site where German soldiers are deployed. “Even though I tend to be shown the better side of how things are, I also perceived that there were certain problems,” de Maiziere told the German daily Bild. He stressed the armed forces first had to ensure that they could fulfill their mission, but at present the most important aspect was to improve troop conditions.

He said Turkey had gone to great lengths to provide good accommodation, adding that work on new quarters was being completed. “When this new accommodation is ready, a lot of things will change when it comes to the issues that have been brought up,” he said. He added Turkish officials had reprimanded German soldiers for contact with their Turkish counterparts. One German female soldier was allegedly pushed by a Turkish general during a visit by de Maiziere to the base. She later complained of bruising.

Germany Plans To Deploy Armed Drones in Combat Abroad

Bowing to pressure from the German armed forces, the Bundeswehr, the federal government in Berlin is preparing to deploy armed, unmanned drones in foreign conflicts. In an answer to an official query made by the far-left Left Party, which has been obtained by SPIEGEL ONLINE, the German government wrote that its experience in foreign combat operations has made it clear that reconnaissance vehicles must be armed "in order to provide protection against sudden and serious changes in the situation."

As opposed to unarmed surveillance drones, these aircraft could attack known targets in a "quick, precise and scalable" way, the document stated. "In addition, the new features would confront opposing forces with a permanent and unpredictable threat that would limit their ability to act." It went on to say that the weapons boost safety and security through "credible deterrence," pointing to the "Predator" drones used by the United States as a possible model.

The government decision on armed drones brings the German air force one step closer to implementing a long-standing plan to dramatically alter the country's drone fleets. Unlike the United States, Germany has only been using unarmed drones in combat. For aerial reconnaissance in Afghanistan, the Defense Ministry leases the drone model "Heron 1" from an Israeli consortium and also relies on drones built by the German company Rheinmetall. But the government's contract with the Israeli group runs out at the end of 2014, and the military has been searching for a replacement for some time now.

The move is likely to rekindle the debate within the government over fighter drones. Last year, the head of the German air force, Karl Müllner, landed in hot water shortly after assuming office for vehemently supporting the purchase of armed drone systems. At the time, the government remained cautious and called for a "broad discussion" in parliament before making any decision.

Nevertheless, Defense Minister Thomas de Maizière has always been open to having armed drones. "Aircraft are allowed to carry weapons, so why shouldn't an unmanned aircraft also be able to do so?" de Maizière, a member of Chancellor Angela Merkel's conservative Christian Democratic Union (CDU), said in an interview with the German daily Die Welt. "The new weapons have a huge advantage: They are more targeted. And the better one can target, the less damage there will be," he said.

Political Opposition to Plans

With its move, the German government is entering a political minefield. Even the use of unarmed drones is a issue of heated debate in Berlin. Drone opponents exist the world over, but many in Germany are concerned that drones will be misused to spy on people within the country. Criticism against armed drones is even sharper. Many security experts in the political arena point to the US's intensive reliance on drone warfare as a chilling example of the use of armed, unmanned machines -- the legality of which is questionable under international law.

Within Germany, politicians have been divided on the issue. Those within the CDU and the center-left Social Democratic Party (SPD) view drones as a necessary evil of security policy. Meanwhile, the Left Party, the Green Party and even many within the CDU's governing coalition partner, the pro-business Free Democratic Party (FDP), are opposed to the pl ARTICLE...plans.

"I'm vehemently opposed to the Bundeswehr's drone strategy," said Andrej Hunko, a parliamentarian with the Left Party. "I'm also critical of expanding the use of reconnaissance drones." Hunko said that he fears that such aircraft won't just be used abroad, but that they could be used domestically as well.

Green Party officials have also expressed their opposition to the move. "The government's plans to order armed drones are evidence of a blind and irresponsible handling of progress in terms of military technology," parliamentary group leader and chancellor candidate Jürgen Trittin told SPIEGEL ONLINE. "We oppose the government's plans. By lowering the bar for the use of military means, the deployment leads to a further blurring of the limits of military force. Procuring armed drones, if at all, can only proceed after the ethical issues and questions of international law have been successfully clarified."

Such sentiments are also being echoed by members of the opposition SPD, including senior parliamentarian Thomas Opperman, who told SPIEGEL ONLINE: "I'm opposed to a hasty decision because this brings a new quality to warfare. We need a broad societal and parliamentary debate about the ethical and legal boundries of the deployment of combat drones and not some backroom decision. It is entirely inappropriate that the public and parliament have learned of these plans more or less by accident."

The government, for its part, has refuted that suggestion. Unmanned flying aircraft of all kinds were "not intended to have the effect of escalating" conflict, it said in response to the Left Party's inquiry. In the future, they will be used "exclusively within the framework of their constitutional and mandated assignment."

German, Dutch ministers visit Patriot missile site

Chancellor Angela Merkel has begun a two-day trip to Turkey after hinting that Turkey's EU accession bid could be rejuvenated. A survey of Germans, however, shows that 60 percent oppose membership for Turkey.

Chancellor Merkel on Sunday visited some 300 German troops deployed at Kahramanmaras with Patriot missile units, as part of a NATO mission to deter a spillover of warfare from Syria. On Monday, she will meet Turkish leaders.

Prime Minister Recep Tayyip Erdogan was quoted by Turkish media on Sunday as saying that he welcomed as "positive" Merkel's remark in her video podcast on Saturday that a "new chapter" could give "impetus" at accession talks amid a surge in trade between Turkey and Germany. Merkel had, however, added that a "long path of negotiations lies ahead." In recent years, Merkel has spoken of only a "privileged partnership" between the EU and Turkey, which applied for membership back in 1987. Talks began in 2005.

Lengthy negotiations

Turkey has completed only one of 35 policy "chapters" or negotiating topics to gain EU accession, with Brussels citing Turkish failings to meet EU standards on human rights and freedoms. Turkey has complained of a lack of support.

The German newspaper Bild am Sonntag published a survey conducted by the polling agency Emnid on Sunday showing that six out of 10 Germans oppose a Turkish EU entry. Thirty percent were in favor, the rest were undecided.

Citzenship debate

Ahead of Merkel's departure, Germany's opposition Social Democrats Party (SPD) on Saturday challenged long-standing opposition among Merkel's conservatives to dual nationality – a measure also favored by Turkey's Erdogan.

SPD chairman Sigmar Gabriel told the Frankfurter Rundschau newspaper that his party - if chosen in Germany's federal election in September - would adopt dual citizenship. "We need at this late stage a modern citizenship law," he said.

Almost three million people of Turkish origin live in Germany and form the largest group of foreign residents. Nearly half of them do not have a German passport.

A law provision adopted in 2000 requires youth of foreign origin born in Germany whose parents both come from non-EU nations to opt by the age of 23 for either German or their foreign nationality.

On Sunday the head of the youth branch of Merkel's CDU, Philipp Missfelder, dismissed the SPD's dual initiative, saying Germany's "option model" gave young people plenty of time to decide which single nationality they wanted to adopt.

TEHRAN, Feb. 24 (MNA) – Germany’s Foreign Minister Guido Westerwelle said Saturday he hopes for concrete steps to build mutual trust at the talks about Iran’s nuclear program starting Tuesday in Almaty, Kazakhstan.

“Unfortunately, much time has been lost,” said Mr. Westerwelle in a statement, and “we want to reach the start of a substantial negotiation process about Iran’s nuclear program.”

The E3+3 group of the U.S., UK, Germany, France, Russia and China has made a reasonable offer and results are possible on this basis, he added.

European Union foreign policy chief Catherine Ashton has confirmed the E3+3 will make an updated offer to Iran in a bid to persuade it to curtail its nuclear activities.

The Almaty meeting will be the first top-level meeting on Iran’s nuclear program since June. During that time, Tehran has significantly advanced its nuclear capabilities, according to U.S. and European officials.

On Thursday, the UN nuclear watchdog, the International Atomic Energy Agency, reported that Iran had installed nearly 200 of its more advanced centrifuge machines at the Natanz uranium-enrichment facility in central Iran. These machines are seen as capable of tripling the speed at which Iran grows its stockpile of fissile material.

The U.S. and some European countries accuse Tehran of seeking to develop nuclear weapons, a charge Iran has always denied.

Germany Aims to Boost Operations in Mali

Bonn — Germany wants to send military trainers and medics to Mali and support operations there with transport and tanker aircraft, according to a Feb. 19 decision by the Cabinet in Berlin. Final approval rests with the German parliament, which is expected to cast a positive vote at the end of the month.

The country wants to support the European training mission to Mali with up to 180 soldiers. The German military is supposed to secure medical support for 450 European soldiers with a field hospital. The Bundeswehr will also send specialists to train pioneers and medics of the Malian Army.

The Cabinet also decided to extend its ongoing support of the military operations in the country. Currently, the Bundeswehr operates three Transall C-160 transport aircraft from neighboring Senegal. They are limited to transporting African troops to two airfields in Mali. Germany has already been criticized for this lack of direct support of French operations as well as its late arrival in the conflict.

The new mandate would allow the transport aircraft to operate anywhere in Mali. They can also directly support French forces assisting the African-led International Support Mission to Mali. On request of its ally, Germany also will send tanker aircraft to refuel French planes in the area. This mandate includes up to 150 soldiers.

Both mandates will run until Feb. 28, 2014, and are expected to cost about 55 million euros ($73.41 million) combined. The parliament would have to decide at that time whether to prolong operations.

A human chain has blocked an annual neo-Nazi parade in downtown Dresden commemorating the anniversary of the city’s firebombing in 1945 by allied forces.

Some 13,000 anti-Nazi protesters have formed a human chain that sprawled along the Elbe River in front of the Dresden historical city center to bar the way of extreme right-wing activists who have notoriously been using the infamous Dresden bombing to spread their ideology.

Wednesday's demonstration marks the 68th anniversary of the bombing against the civilian population, which killed some 25,000 innocent people during World War II.

“It is unbearable that all manner of right-wing extremists are attempting to take advantage of the [day of commemoration] crusade of hate and revenge,” Dresden Mayor Helma Orosz was reported as saying.

Report: Saudi Arabia Mulls German Patrol Boat Deal

FRANKFURT — Saudi Arabia is planning to buy German patrol boats for a total of around 1.5 billion euros ($2 billion) despite some opposition in Germany, a newspaper reported Feb. 10.

Germany’s federal security council, which includes Chancellor Angela Merkel, has issued a positive response to a preliminary request for the sale by the Bremen-based Luerssen shipyard, the Bild am Sonntag said.

The boats, worth between 10 million euros and 25 million euros each, are expected to be delivered to Saudi Arabia within two years after the contract has been signed, the paper said.

Thomas Oppermann, chief whip of the opposition Social Democratic Party, voiced criticism of the project.

“The German government apparently wants to completely arm Saudi Arabia and has learnt nothing from the public protests against supplying this country with weapons,” he was quoted as saying.

In December, the newspaper reported that Riyadh planned to buy at least 30 German armoured vehicles, known as Dingo 2.

German Government Wants To Boost Support for Malian Operation

BONN — The German government wants to extend its support for international and French operations in West African Mali, possibly including A310 MRTT-type tanker aircraft, military trainers and medical personnel.

Germany’s Air Force has already sent three C-160 Transall ESS transport aircraft with 75 soldiers to Dakar, Senegal. Their job is to transport troops of the Economic Community Of West African States to the Malian capital Bamako and Sevare-Mopti. In this context, the government made it clear on Jan. 16 that these troops would not support French forces in Operation Serval, the name given to the effort to defeat Islamist rebels in the country.

For the near future, the German government also plans to support the European Union training mission for Mali. This is expected to consist of about 40 personnel to train Malian forces in operations such as bridge building or mine clearance.

After a meeting on Mali in Bruxelles on Feb. 5, German Defense Minister Thomas de Maizière told the newspaper Der Tagesspiegel that Germany also offered a military field hospital with about 40 medics and soldiers.

Besides its involvement in international operations, Germany also wants to help the French Air Force directly. Currently, Germany’s A310 tanker aircraft are undergoing the certification process needed for the aerial refueling of allied aircraft, such as Rafale and Mirage fighter jets.

These additional offers still need approval by the German Bundestag. The German Cabinet may make final decisions on some of these issues during a Feb. 19 meeting. The parliament then could vote at the end of the month.

German Education Minister Annette Schavan resigned on Saturday after being stripped of her doctorate for alleged plagiarism, in an embarrassing blow to her ally Angela Merkel.

The move came four days after the University of Duesseldorf ruled Schavan, a close confidante to the chancellor, had "systematically and intentionally" copied parts of her thesis, and withdrew her Ph.D, granted more than 30 years ago.

"Annette Schavan offered her resignation last night," Merkel told reporters.

"I accepted this resignation with a very heavy heart," the chancellor added, saying Schavan was putting the public good ahead of her own welfare.

Merkel, who lost her defence minister Karl-Theodor zu Guttenberg in a similar scandal two years ago, made no mention of the charges against Schavan.

Schavan, who said their friendship would last, reiterated she would fight the university's decision to strip her of her degree.

"I will not accept the decision and will take legal action against it," Schavan told reporters. "When an (education) minister sues a university, then that comes with strains, for my office, for the ministry, the government and for the Christian Democrats. I want to avoid just that."

While awkward for Merkel, Schavan's resignation is seen as unlikely to weaken the chancellor's chances to win a third term in elections on Sept. 22. Her Christian Democrats regularly poll above 40 percent, giving them an easy lead over the main opposition Social Democrats.

Germany, Italy protest at U.S. axing of missile defense funding

Reuters) - Germany and Italy have told the United States they expect it to fulfill its obligations after the U.S. Congress blocked funding for a missile defense program involving the three countries, Germany said on Saturday.

A defense bill passed by Congress in December prohibited a final U.S. payment of $400.9 million for development of the Medium Extended Air and Missile Defense System, known as MEADS, which is being developed by Lockheed Martin with partners in Italy and Germany. U.S. lawmakers said Washington has no plans to produce the system.

The United States, Italy and Germany have spent about $4 billion to develop MEADS over the past decade as a successor to the Patriot missile defense system.

"I expect the United States to stick to their word and fulfill the MEADS contract," German Defense Minister Thomas de Maiziere told reporters at the Munich security conference.

He said that, together with the Italian defense minister, he had sent a "pretty tough" letter to U.S. authorities driving this point home.

U.S. Defense Secretary Leon Panetta was doing all he could to ensure the United States fulfilled its commitments, de Maiziere said, although he acknowledged that the chances of the United States fulfilling the agreement had deteriorated.

Congress defied President Barack Obama's administration by axing funding for the program in a $633 billion bill authorizing funding for the U.S. military in fiscal year 2013.

The White House raised concerns about the bill before its approval, warning that a ban on MEADS funding could harm Washington's broader relationship with its allies.

Lockheed, the Pentagon and officials in Italy and Germany hope that congressional appropriators, who control the actual funding for arms programs, will still allow the Pentagon to fulfill its final funding obligations for the program.

Otherwise, they argue, the U.S. government may face termination fees nearly equal to the money required to finish the system, and could lose access to the technologies developed under the international program.

The Lockheed Martin-led consortium continues to work towards a fourth quarter 2013 flight test to prove the MEADS missile defense system can intercept a ballistic missile.

Munich security conference to focus on Syria, Mali, Iran

MUNICH, Germany, Feb. 1 (Xinhua) -- Nearly 500 experts and officials from around the world gathered for the 49th Munich Security Conference on Friday to discuss security issues related to Syria, Mali and Iran.

Officials including Joint Special Representative of the United Nations and the League of Arab States on Syria Lakhdar Brahimi, French Defence Minister Jean-Yves Le Drian, the National Coalition of Syrian Revolutionary and Opposition Forces President Sheikh Moaz Al-Khatib, and Iranian Foreign Minister Ali Akbar Salehi are scheduled to attend the event.

"The appalling violence in Syria and Iran's nuclear program are topics that will be of critical importance over the next months, and maybe years," said Wolfgang Ischinger, chairman of the Munich Security Conference.

U.S. Vice President Joseph R. Biden, at his first visit to Europe since Barack Obama's second-term as U.S. president began, will give a speech in the conference on Saturday, and is expected to hold bilateral talks with Brahimi, Salehi, as well as Russian Foreign Minister Sergey Lavrov.

On Friday, Biden urged Iran to return to negotiation table in an interview with German Sueddeutsche Zeitung daily, warning that time window for "successful diplomacy" would be kept open, "however, not unlimitedly."

The ongoing crisis in Europe, rising powers in Asia and Latin America, and cyber security will also be discussed.

Merkel to discuss Israel relations with Egypt's Morsi

Egypt's tense relationship with Israel was to be addressed by Germany's Chancellor Angela Merkel during her meeting with Egypt's President Mohammed Morsi in Berlin Wednesday, her spokesman, Steffen Seibert, told reporters.

Morsi and his party arrived at Merkel's office to begin just over one hour of talks, to be followed by a news conference, dpa reported.

Minutes earlier, the spokesman had said, "The topic of the Middle East, the topic of Egypt's relationship with Israel, will definitely be up for discussion."

German media have carried reports that Morsi allegedly called Zionists "blood suckers" in 2010, long before his election, when he was an Islamist leader. Last week Seibert commented, "whichever side they come from, aggressive or hurtful remarks are not helpful."

German Chancellor to visit Turkey on February 25

German Chancellor Angela Merkel will pay a visit to Turkey on February 25, TRT English reported on Saturday.

German Chancellor is expected to meet President Abdullah Gul and Prime Minister Recep Tayyip Erdogan.

Bundesbank brings home German gold from US and France, yet doesn’t check the authenticity

3400 Tons of gold (value: EUR 150 billion) will be kept by the Bundesbank due to the economic crisis, two-thirds of them are abroad, in London, Paris, New York.

Now, the Federal Reserve wants to store much of the gold reserves in Germany. A new storage concept foresees to revalue the local location Frankfurt am Main, so the “Handelsblatt”newspaper reported.

Accordingly should future store in New York City less German gold and none more are stockpiled in Paris at all. The new concept will be announced by the Bundesbank on Wednesday.

The reason for the gold move is a report of the Federal. IMAGE had already reported in October that the Federal Audit Office criticises the sloppy handling of the Bundesbank with the German gold treasure.

Criticism: German reserves stored in the vaults in the foreign country were never been checked on their “physical composition” and authenticity.

Video: First test flight of Germany's EuroHawk, Europe's largest drone

Northrop Grumman Corporation and EADS Deutschland GmbH, operating through Cassidian, together achieved a major milestone today with the first full system test flight of the EURO HAWK® unmanned aircraft system (UAS) equipped with the signals intelligence (SIGINT) advanced sensors for detection of radar and communication emitters. . . .

The EURO HAWK® took off at 10:36 a.m. Central European time from Manching Air Base and climbed to a ceiling of 54,000 feet within military controlled airspace, far above and at a safe distance from civilian air traffic. After more than eight hours aloft, the aircraft landed safely back at Manching Air Base at 4:38 p.m. Central European time. . . .

The EURO HAWK® system previously completed extensive ground testing at Manching Air Base, receiving final approval from the German Airworthiness Authority to flight test the functionalities of the integrated SIGINT payload.

"Today's SIGINT sensor flight marks the start of the critical flight test phase of the EURO HAWK® payload for the German Bundeswehr," said Tom Vice, corporate vice president and president of Northrop Grumman's Aerospace Systems sector. "EURO HAWK® represents many significant firsts for Northrop Grumman. Not only is it our first trans- Atlantic cooperation with Germany and Cassidian, but it is also the first international version of the RQ-4 Global Hawk produced by the company and the first high-altitude, long-endurance [HALE] SIGINT UAS in Europe."

Based on the RQ-4B Global Hawk HALE UAS, the EURO HAWK® system includes a ground station consisting of a mission control and launch and recovery elements provided by Northrop Grumman. It is equipped with a new SIGINT mission system developed by Cassidian, providing standoff capability to detect electronic and communications emitters. Donor organ fraud 'shatters' Germans

BERLIN: German medical authorities are calling for an extensive overhaul of the country's organ transplant program after transplant centres were put under criminal investigation over allegations they had systematically manipulated donor waiting lists.

Scores of patients are believed to have been given priority access to donor organs after doctors falsified the severity of their illnesses to ensure they received treatment before other patients in Europe.

The revelations have led to accusations of widespread corruption and dishonesty in the system, and shattered public trust. Since the scandal emerged last year with a handful of cases that initially were believed to be isolated, the number of Germans willing to donate organs has plummeted.

Post-death donations have dropped by between 20 per cent and 40 per cent, according to the German Foundation for Organ Transplantation , which said the public's faith had been ''massively shaken''.

Investigations have found that, in at least four clinics, patient data was distorted or falsified to improve these patients' chances of getting an organ. At least 107 cases of obvious manipulation have come to light so far.

At one clinic in Munich, in southern Germany, doctors were accused of ''active manipulation'' of data after investigators discovered cases in which patients' blood samples were mixed with urine to make them appear sicker than they were. Urine in the blood is an indication that internal organs are no longer functioning properly.

In two cases, blood samples were submitted from people who had never even been patients at the clinic.

Clinics have come under investigation in Gottingen, Regensburg, Munich and Leipzig. All of them are university teaching hospitals with excellent reputations.

Experts blame the growing competition between clinics, which increasingly are coming under pressure to boost revenue. The worldwide shortage of organ donors exacerbates the problem.

Senior doctors and transplant surgeons across the four clinics have been suspended pending further investigations.

''There are too many transplant centres in Germany and too few organs,'' the head of Germany's foundation for patient protection, Eugen Brysch, said.

A doctor in Gottingen is reported to have had written into his contract that he would receive bonus payments for every liver he was able to transplant. This system of rewards already is deeply criticised by Germany's medical authorities.

In other cases, doctors are believed to have come under pressure to help increase the prestige of the institutions where they worked. The more successful transplants a hospital carries out, the more its reputation is boosted and the more funding it is likely to receive.

At Leipzig's University Clinic, surgeons are accused of blocking the investigation by Germany's General Medical Council after claiming to have mislaid patients' notes, including details of who was receiving dialysis treatment.

The documents finally came to light this month, allegedly revealing a similar pattern of data manipulation.

The medical council has identified at least 38 cases of manipulation in Leipzig, allegedly involving distorted applications to Eurotransplant, the European organ transplant centre in Leiden, the Netherlands.

Approval ratings of Merkel's challenger plummet

BERLIN, Jan. 11 (Xinhua) -- The approval ratings of Peer Steinbrueck, the German opposition Social Democrats (SPD)'s challenger for the chancellorship in September's general election, plummeted as only 36 percent of Germans support him, a poll published on Friday showed.

According to the poll published by state broadcaster ARD and Die Welt newspaper, the new result is a 12 percentage point drop since last December.

In contrast, Chancellor Angela Merkel's approval ratings grew five percentage points to 65 percent.

Merkel's prospective success in this year's election seems further cemented as her conservative party is reportedly enjoying the highest support rate of 42 percent since coming into power in 2005. She comfortably leads the main opposition the SPD by 17 points, according to another poll published on Wednesday.

Steinbrueck enjoyed 59 percent approval ratings when he was named the SPD's candidate in October 2012. He was seen as the center left party's best hope to win back the chancellorship, which was held by SPD under Gerhard Schroeder from 1998 to 2005.

However, his election campaign got off on the wrong foot as his profitable speaking engagements caused bad publicity. He made fresh gaffes including saying that he found the chancellor's salary too low.

New train line shakes Cologne Cathedral

BERLIN: Cologne Cathedral, one of Germany's most famous landmarks, has started to shudder from trains on a new underground line nearby and its ornate Gothic construct and cultural treasures may be in danger, church officials say.

Earthquake-measuring sensors indicate that vibrations felt by people inside the cathedral came from trains in tunnels which opened last month and run along one side of the building.

"It cannot be ruled out that these effects will cause long term damage to the building," Cathedral Provost Norbert Feldhoff said in a statement.

Cathedral officials agreed with transport and city representatives on Wednesday that the trains should reduce their speed when running under the imposing two- spired cathedral on bank of the River Rhine.

A working group was also set up to consider other measures to stop the shaking and noise, Feldhoff said.

Built between 1248 and 1880, the Cathedral was heavily damaged by Allied bombers during World War Two but stayed standing. One of Germany's most visited tourist attractions, it is a UNESCO World Heritage Site.

One of its most famous treasures is the Shrine of the Three Kings which is reputed to contain relics from the wise men who paid homage to Jesus after his birth.

The new train line in Cologne, Germany's fourth biggest city, has caused other problems. Two people died after the city's archive, containing thousands of historical records dating back 1,000 years, collapsed in 2009 due to construction work. (Reuters)

German deployments overseas, Ms. Merkel said, “will soon encompass the entire globe.”

On that same wintry afternoon, members of Parliament debated whether to add to the nearly 6,000 German troops currently serving abroad by sending up to 400 soldiers to Turkey, where they would operate two Patriot missile batteries to help protect their NATO ally from a potential escalation of the civil war across the border in Syria.

“For decades, we Germans have benefited from the fact that our partners gave us the feeling of reliable security,” Thomas de Maizière, Germany’s defense minister, said during the debate last month. “Now we are in a position and have the duty, even, to make our impact felt.”

Only a handful of shivering protesters passed out fliers in front of the Brandenburg Gate opposing the deployment. The vote easily passed in the Parliament two days later. . . .

Conscription was suspended indefinitely here in 2011 as part of a drive to professionalize and modernize the armed forces. . . .

“Naturally, a great deal has developed further in terms of the acceptance of deployments outside of this country and outside the NATO territory,” said Col. Ulrich Kirsch, chairman of the German Federal Armed Forces Association, which represents the interests of active and former military personnel. “But the Germans are, now as before, difficult to inspire for military operations.”

Military business is another matter. Germany is the world’s third-biggest arms exporter, behind only the United States and Russia, sending weapons not only to NATO members and allies like Israel but increasingly to the Middle East and beyond. As the business grows, critics at home question sales to undemocratic countries like Saudi Arabia.

Germany’s military industry employs an estimated 80,000 people, jobs Ms. Merkel wants to protect, especially less than a year before September’s parliamentary election. In October, German opposition helped doom the proposed merger of two aerospace giants, British-based BAE Systems and the consortium EADS, in part out of concern that German jobs and influence might be lost in the new entity.

Last month Der Spiegel, the influential newsmagazine, showed a grim-faced Ms. Merkel on the cover in a camouflage suit jacket with the headline “German Weapons for the World.” The magazine described the Merkel doctrine as deploying fewer German troops to conflict zones and instead strengthening partners by selling them arms. The German government approved military exports in excess of 10 billion euros, or over $13 billion, for the first time in 2011, the magazine reported. . . .

In May 2010, Germany’s president, Horst Köhler, gave an interview to German public radio saying that society needed to recognize the sacrifices and contributions of the military. A broader political discussion was necessary, Mr. Köhler said, about the military’s role.

“A country of our size,” Mr. Köhler said, “with its focus on exports and thus reliance on foreign trade, must be aware that military deployments are necessary in an emergency to protect our interests, for example, when it comes to trade routes, for example, when it comes to preventing regional instabilities that could negatively influence our trade, jobs and incomes.”

A public outcry ensued, and Mr. Köhler resigned. But the German Navy was essentially already doing what Mr. Köhler described in his comments, as part of the multinational mission to combat piracy off the coast of Somalia. The government announced plans to suspend conscription just a few months after Mr. Köhler quit.
